Four distinct signature combinations across seven years points to considerable administrative turnover at the State Bank during this period — not unusual given Pakistan's political instability through the late Zulfikar Ali Bhutto years and the military government that followed the 1977 coup. A.G.N. Kazi served as Finance Secretary under both civilian and Zia ul-Haq administrations, which accounts for his signature spanning the 1977 and 1981 varieties.
The 1983 pairing of S. Osman Ali and Wasim Sajjad is the shortest-lived combination in the series. Sajjad would later serve as Chairman of the Senate and Acting President — his appearance here as a signatory is an early footnote in a long political career.
