Issued as part of the global FAO coinage program, which ran through the 1970s and into the 1980s as a United Nations-backed effort to use commemorative coins to promote food security awareness. The Maldives' participation reflected the islands' heavy reliance on fishing as both subsistence and export — tuna, particularly skipjack, was the backbone of the economy at the time and the subject of FAO development assistance to the country during that decade.

The .925 silver version, KM#60a, was struck alongside a base-metal companion issue, with the silver intended for collector markets rather than circulation.
