Soviet Intourist travelers cheques in rubles occupy an odd niche: technically issued by Gosbank, they were instruments designed almost exclusively for foreign visitors exchanging hard currency, not for Soviet citizens who had no legal access to them. The 1961 series coincided with the broader ruble redenomination of that year — one new ruble for ten old — which reset the entire currency infrastructure and prompted fresh printing of all related instruments, cheques included.

Redemption was only possible at authorized Intourist points, and unspent cheques were theoretically required to be converted back before departure. In practice, many left the country as souvenirs, which is the principal reason survivorship rates are higher than the actual circulation numbers would suggest.
