Zakhariy Chepega-Kulish was an 18th-century Zaporozhian Cossack military leader who, following the destruction of the Zaporozhian Sich by Catherine II in 1775, helped organize the Black Sea Cossack Host and led the resettlement of Cossack communities into the Kuban region. His connection to Transnistrian commemorative coinage is indirect at best — the issuance reflects the unrecognized republic's broader project of constructing historical legitimacy through figures associated with the wider Black Sea steppe and Cossack tradition.
The Transnistrian Republican Bank has issued numerous small-mintage silver commemoratives in this format, largely absorbed by collectors rather than circulation.
