The Vladivostok Branch of the State Bank operated under the short-lived Priamur Provisional Government during the final, chaotic phase of White resistance in the Russian Far East. By 1920, the branch was printing its own emergency issues largely because reliable currency from any central authority had effectively ceased to reach the region — the Bolsheviks controlled western supply lines, and the Trans-Siberian Railway was a contested corridor rather than a functioning logistics route.
Local production meant inconsistent paper stock and variable ink quality, and the P#S1255C series is known in several distinct printings reflecting whatever materials were available at the time. The entire issuing authority collapsed when Bolshevik forces took Vladivostok in October 1922.
