Transnistria's silver commemorative program of the early 2000s was the product of a breakaway government determined to project institutional legitimacy through every available channel. The Transnistrian Republican Bank had been issuing coinage since 1994, operating entirely outside the international banking system — no IMF membership, no correspondent banking relationships with major institutions, coins struck under contract at foreign mints because the territory lacked its own production facility.
