The Provisional Zemstvo Power of the Pribaikal Region was one of the many fragmented anti-Bolshevik administrations that briefly controlled territory east of Lake Baikal during the Russian Civil War. This note was issued in 1920 — the same year the Far Eastern Republic was proclaimed as a nominally independent buffer state between Soviet Russia and Japan — and the Pribaikal zemstvo's authority was already collapsing as it went to press. Notes of this series circulated alongside a chaotic mixture of Kolchak-era Siberian currency, Japanese military scrip, and local emergency issues, with exchange rates largely fictitious.
Surviving examples are relatively scarce given the short window of issue and the political turmoil that followed almost immediately.
