The Chaikovskiy Government — formally the Supreme Administration of the Northern Region — was established in Arkhangelsk in August 1918, days after Allied forces landed to support anti-Bolshevik resistance. Nikolai Chaikovskiy, the Socialist Revolutionary who led it, presided over a regime entirely dependent on British military and financial backing. These notes were a practical necessity: the region had been severed from Petrograd's monetary supply, and troops and civilians alike needed a functioning medium of exchange in an Arctic port city suddenly hosting foreign armies.
The issue was short-lived. By early 1920, the White position in the north had collapsed, and the Allied withdrawal effectively ended the government's existence.
