Vneshtorgbank's military trade cheques — sometimes called "voentorg cheques" — were issued to Soviet military personnel and civilian specialists stationed abroad, giving them access to goods in closed Beriozka hard-currency shops without actual foreign exchange changing hands. The system kept hard currency inside state coffers while rationing privileged consumption by rank and assignment. These cheques circulated in a shadow economy quite removed from the official ruble, and the 1976 series is associated specifically with military postings rather than the broader diplomatic or export-worker cheque runs.
A secondary black market for them developed inside the USSR, which the state periodically cracked down on without much success.
