The 1946 lottery bonds were part of a postwar state loan program through which the Soviet government effectively compelled citizens to "invest" in reconstruction — wage deductions were common practice, and refusal carried obvious social and professional risks. These were not voluntary instruments in any meaningful sense. The lottery mechanism dressed up obligatory lending as a chance at a prize, cycling repayments through draws rather than fixed interest schedules.
Goznak's Moscow facility had printed under wartime conditions since 1941; by 1946 it was back to full civilian production capacity, and the finish quality on these bonds is noticeably cleaner than the emergency-era paper issues.
