One of dozens of regional emission authorities that proliferated across Russia following the Bolshevik seizure of power, the Khabarovsk Branch of the State Bank issued its own notes when central monetary supply lines collapsed entirely. The Far East was functionally cut off — not just from Petrograd but from coherent administration of any kind — and local branches improvised as best they could. Khabarovsk itself changed hands multiple times between 1918 and 1922 among White forces, Japanese interventionists, and eventually the Red Army.
