The Khabarovsk Soviet issued this note during the extraordinarily chaotic period of Far Eastern Russian politics in 1918, when Bolshevik authority east of Lake Baikal was being simultaneously contested by Japanese interventionist forces, White Army movements, and the Czech Legion operating along the Trans-Siberian Railway. Local soviets across the region improvised their own currency because central Soviet supply lines were functionally broken.
Khabarovsk itself changed hands multiple times between 1918 and 1922. Notes from this soviet had effectively ceased to function as currency long before any formal demonetization — the issuing authority simply ceased to exist.
