These short-term war loan instruments were part of the Imperial government's effort to finance Russian operations in the First World War without triggering immediate inflation by simply printing currency; the legal fiction was that they functioned as interest-bearing obligations rather than banknotes outright.
Regional circulation restrictions were largely unenforceable in practice and collapsed entirely after February 1917. Most of these notes were absorbed into the monetary chaos that followed, which accounts for why surviving examples tend to show real handling wear.
