The Kama Region issues belong to the chaotic proliferation of local emergency money that spread across Russia during the Civil War years, when central monetary authority had effectively collapsed and regional bodies, cooperatives, municipalities, and even individual enterprises began printing their own scrip to fill the void. The Kama River basin — covering parts of what is now Perm Krai — was contested territory during the conflict between Bolshevik and White Army forces.
The 1915 date on this note almost certainly does not reflect actual issue in that year. Regional scrip of this type was routinely backdated, or the date field referred to an authorization or charter year rather than the moment of printing or circulation. Pick S907 is sparsely documented, and provenance for individual examples is rarely traceable.
