The Kuban Regional Government was one of several competing White-aligned administrations that issued their own paper currency during the Civil War period, and Ekaterinodar — modern-day Krasnodar — served as its administrative capital until Bolshevik forces took the city in 1920. Local printing under wartime conditions meant inconsistent paper supply and presswork; the S498B series is known for variation in ink density and occasional misalignment, products of improvised production rather than deliberate design changes.
These notes circulated in a region that changed hands repeatedly between 1918 and 1920, which did little for their longevity in the public's hands.
