Obverse description Central vignette of the State Duma building in Moscow, rendered in fine line engraving with a domed rotunda and colonnaded facade set against radiating sunburst lines, flanked by laurel sprigs. The heading reads ЗАЕМЪ СВОБОДЫ (Liberty Loan) in large Cyrillic lettering above the vignette, with the designation ГОСУДАРСТВЕННАЯ ДУМА (State Duma) below it; serial numbers appear at upper left and right within the series notation IV серія. The note is a 5% obligatsiya (bond obligation) of 100 roubles nominal value, with multi-signature approval text and the date Петроград, 27 марта 1917 года at the lower centre, with the denomination 100 Р. printed in red at the lower right.

Barnaul, the administrative center of the Altai region, issued its own currency in 1918 as central authority collapsed following the Bolshevik seizure of power. These local emission notes filled an acute cash vacuum — Siberian rail and trade networks were still functioning but Petrograd-issued currency had become unreliable or simply unavailable at the periphery. Dozens of towns across western Siberia did the same thing that year, each producing notes of varying quality and legitimacy.

The S1268 series encompasses several signature and overprint variants, of which E is among the less commonly encountered. Many Barnaul issues were repudiated quickly once the Provisional Siberian Government asserted control and began consolidating regional currencies under Omsk.
