Russia's 2018 FIFA World Cup commemorative 100 Roubles was its first polymer banknote, marking a significant materials shift for the Bank of Russia. The note was produced by Goznak, the state printing authority, which had to acquire new equipment and expertise specifically for polymer substrate production — a process that had previously been the near-exclusive domain of Note Printing Australia and De La Rue.
Issued as a genuine legal tender commemorative rather than a collector-only item, it entered circulation ahead of the tournament opening in June 2018. Polymer notes are rarely the first choice for a country's debut in the medium, but the World Cup brief gave Goznak a politically convenient reason to modernize.
