Russia's hosting of the 2018 FIFA World Cup prompted the Bank of Russia to issue this commemorative alongside a broader program of polymer and bimetallic coins. The gold-foil cladding is not purely decorative — it's a substrate technology the Bank of Russia had been developing for commemorative applications, where the metallic layer is bonded to a polymer core rather than simply printed or hot-stamped, giving the surface a distinctly different tactile quality from standard foil-finish notes.
