Russia's 2018 World Cup commemorative was the country's first polymer banknote — an unusual admission from Goznak, which had spent decades supplying cotton-paper currency to much of the former Soviet world and had little domestic precedent for the substrate. The decision to go polymer for a limited commemorative rather than a circulating denomination was cautious but deliberate: it let the state showcase the format without committing to a full production retooling.
Officially a circulating note, it was largely treated as a souvenir from the start, with most examples pulled from circulation immediately upon receipt.
