Tajikistan continued using Russian roubles after independence in 1991, but the rouble zone's collapse forced the country to issue its own transitional currency in 1994 — these notes denominated in roubles rather than the somoni that would follow years later. The timing was awkward: the civil war was still grinding on, and monetary infrastructure was essentially improvised under wartime conditions.

The watermark is the sole security feature, a thin line of defense that reflected both the urgency and the limited production resources available to the new state.
