The 1921 RSFSR note issues came during the most acute phase of Soviet hyperinflation, when the Bolshevik government was printing money at a rate that made denomination planning almost irrelevant — 100 roubles by this point had the purchasing power of a small fraction of a pre-war kopek. The series was part of a broader flood of sovznaki, the Soviet paper currency that replaced the old tsarist and Provisional Government notes but carried no commodity backing whatsoever.
NEP reforms introduced in 1921 would eventually lead to the chervonets system and the wholesale demonetization of sovznaki by 1924, rendering this note worthless by official decree.
