Cambodia's 1994 coinage program was part of the broader monetary reconstruction following the UNTAC period, during which the country had briefly operated without any functioning central bank currency — the Khmer Rouge had literally demolished the National Bank building in 1975. These small-denomination steel pieces were introduced as the riel reasserted itself as everyday transactional currency after two decades of monetary collapse.
Norodom Sihanouk had returned to the throne just the previous year, in September 1993.
