Pick 41 was introduced as Cambodia rebuilt its central banking infrastructure following the decimation of the financial system under the Khmer Rouge, which had abolished money entirely in 1975 and destroyed the National Bank's records and staff. The reconstituted National Bank began reissuing a tiered currency structure through the late 1980s and 1990s, and this 100 Riel note sits in the lower-denomination tier — practical for everyday transactions in an economy where dollarization was already eroding confidence in the riel.
The watermark is the sole security measure, a thin line of defense for a denomination that saw heavy circulation and rapid attrition in the field.
