The Steuergutschein — literally "tax credit voucher" — was a financial instrument designed to stimulate business investment without expanding the visible money supply. Firms received these certificates as a reward for capital expenditure and could redeem them against future tax liabilities, effectively deferring state revenue while channeling private funds into rearmament-adjacent industries. They were not legal tender and never intended for general circulation, which is why surviving examples tend to show remarkably little handling wear.
Schwerin von Krosigk served as Reich Finance Minister continuously from 1932 through 1945, outlasting three chancellors before Speer.
