The "Year of Rice" designation marks the 2013 International Year of Rice, an initiative under the UN Food and Agriculture Organization — though the Philippine observance carried particular weight given that the country's International Rice Research Institute, based in Los Baños, Laguna, has been central to global rice genetics since the Green Revolution varieties of the 1960s.
The BSP's Security Plant Complex has produced Philippine notes domestically since 1978, making this one of the few central banks in Southeast Asia to maintain fully in-house currency production at scale. The commemorative overprint on a circulating denomination rather than a standalone issue was a deliberate cost decision.
