Goldap was a small administrative centre in the Masurian region of East Prussia, and its municipal authority — the Magistrat — issued this Notgeld during the prolonged small-change crisis that followed Germany's post-WWI economic dislocation. Local governments across the Reich filled the gap when centrally produced coin and low-denomination currency dried up, and Goldap was no exception. What lifts this series slightly above the mass of generic municipal Notgeld is the involvement of Hans Philipp as designer — locally commissioned work rather than a generic printed form run off by a regional print house.

The reference numbers 451.1–4 indicate four distinct variants within the series, likely differentiated by colour or minor typographic detail rather than denomination or date.
