Cuba issued this piece during one of the most economically desperate decades in its modern history — the "Special Period" following the Soviet collapse had gutted the island's GDP by roughly 35% between 1991 and 1994. Hard-currency numismatic exports became a genuine revenue stream for the Cuban state, and gold collector issues of this period were produced explicitly for foreign buyers, not domestic circulation.
The "Che Minister" designation refers specifically to Guevara's tenure as president of the Banco Nacional de Cuba from 1959 to 1961 — the very institution that later issued this coin.
