The Hungarian Provisional National Government was established in Debrecen in December 1944, while Budapest was still under siege — this note is a direct product of that improvised administration, printed locally in a city that had only just been liberated by Soviet forces. The Debrecen issues were stop-gap instruments, produced under wartime conditions before the restored central banking apparatus in Budapest could resume normal operations.
The P-M5 designation reflects its status as a military or provisional issue rather than a standard National Bank series. Printing quality is noticeably rougher than prewar Budapest-produced notes, a predictable consequence of the circumstances.
