Macao's lunar series coins were issued under the Monetary Authority during a peculiar administrative moment — the territory had reverted to Chinese sovereignty in December 1999, just three years before this piece was struck, making early post-handover commemoratives a transitional artifact of the new "one country, two systems" arrangement.
