Macau's lunar series of the late 1980s and early 1990s was produced under Portuguese administration, just over a decade before the 1999 handover to China. The series was aimed squarely at the collector market — circulation was never the point. KM#48 is the goat issue in that run, struck by the Imprensa Nacional-Casa da Moeda in Lisbon rather than locally, a logistical reality of Macau's limited minting infrastructure at the time.
