António Ramalho Eanes visited Macau in 1985 as part of a broader diplomatic effort to manage the territory's political future — Portugal and China had opened formal negotiations over the handover the previous year, and the visit carried obvious symbolic weight for a population watching the 1997 deadline take shape.
