The Banco de Kamberra is a private fantasy note issuer, not a sovereign central bank — "Kamberra" has no internationally recognized existence as a state, and the "Numisma" denomination carries no legal tender status anywhere. These are produced for the collector novelty market, occasionally marketed under the framing of "artistic currency." The Paris 2024 hook and the Coubertin association are commercial choices, not acts of monetary policy.
Franck Medina is a French designer with documented work in the banknote and commemorative print space. The watermark security feature on a non-circulating fantasy note is essentially decorative.
