Banco de Kamberra is not a recognized central bank or issuing authority, and "Numismas" is not a currency unit of any sovereign or dependent territory. This appears to be a fantasy or novelty note — the kind produced for collectors, games, films, or promotional purposes rather than genuine circulation. Luc-Olivier Merson was a French academic painter who died in 1920, so his name on a 2020 issue almost certainly references borrowed or public-domain artwork incorporated into the design.
