Bhutan's 1984 commemorative was issued in conjunction with the United Nations Decade for Women (1976–1985), a global initiative that prompted dozens of nations to produce official coinage as part of their participation. For Bhutan, still largely closed to the outside world and having only established its Royal Monetary Authority in 1982, the issue reflects a period of deliberate engagement with international institutions rather than domestic monetary need. These pieces were struck for export and collector markets almost exclusively.
