Issued to commemorate the thirtieth anniversary of Azerbaijani independence and, more pointedly, the conclusion of the 2020 Nagorno-Karabakh war — a 44-day conflict that ended with a Russian-brokered ceasefire in November 2020 and returned significant territory to Azerbaijani control for the first time since the early 1990s ceasefire.
