The International Year of Disabled Persons was designated by the United Nations for 1981, not 1983 — Malta's commemorative issue lagged the occasion by two years, a common pattern among smaller mints issuing collector gold in limited runs after the headline year had passed. The Central Bank produced very few gold commemoratives in this period, and the KM#66 issue represents one of the lower-mintage entries in the postwar Maltese gold series.
