This note was issued not by a bank but by the Ministero della Pubblica Istruzione — specifically its Direzione Generale delle Antichità e Belle Arti — making it one of the more unusual entries in Italian fiscal paper. The issuing authority was responsible for heritage sites and fine arts administration, and these notes functioned as entry vouchers or prepaid admission instruments for state museums and archaeological sites, not as circulating currency in any conventional sense.
Printed by the Istituto Poligrafico dello Stato's Officina Carte Valori, the same Rome facility that produced Italian postage stamps and official fiscal paper, the production quality is entirely consistent with government security printing of the period.
