The Istituto Centrale delle Banche Popolari Italiane issued these notes not as conventional banknotes but as emergency small-change substitutes — "miniassegni" — produced to alleviate the chronic coin shortage that plagued Italy through the mid-1970s. With centesimi and low-denomination lire coins effectively vanishing from circulation, banks, businesses, and cooperatives were legally permitted to issue these cheque-format instruments as fractional currency. Millions circulated alongside state-issued notes.
The watermark is present but rudimentary — these were not designed for longevity. The 100 Lire denomination sat at the upper end of the miniassegni range, making it one of the more frequently collected types today.
