Banca Provinciale Lombarda was one of several regional Italian banks still issuing low-denomination paper instruments into the late 1970s — not banknotes in the Banca d'Italia sense, but assegni circolari and fiduciari that filled a practical gap during the chronic small-change shortage that plagued Italy through that decade. The coin shortage was severe enough that bus companies, shops, and regional banks all issued substitutes with tacit official tolerance.
The Turati Lombardi imprint is the detail worth noting here. The Milan firm specialized in commercial and securities printing rather than state currency work, which shows in the production approach — functional, regionally distributed, built for quick turnover rather than longevity.
