By 1976, Italian small-denomination coinage had been strangled by a chronic shortage — hoarding, vending machine consumption, and industrial demand for metal all contributed. In response, dozens of local banks issued fiduciary notes, called miniassegni, as surrogate change. These were technically cheques drawn on the issuing institution, not banknotes in a strict legal sense, which allowed them to bypass Banca d'Italia regulations on note issuance.
The Banca Popolare del Montefeltro e del Metauro, based in Montecopiolo in the Marche, was among the smaller provincial institutions to participate. The miniassegni phenomenon peaked around 1976–77 before the Italian treasury intervened with emergency coinage.
