| Opschrift keerzijde | UREDBA O ZAJMU NARODNOG OSLOBOĐENJA Čl. 1) Na temelju Uredbe o zajmu narodnog oslobođenja Antifašističkog vijeća narodnog oslobođenja Jugoslavije od 15. siječnja 1943. g., Zemaljsko antifašističko vijeće narodnog oslobođenja Hrvatske raspisuje ZAJAM NARODNOG OSLOBOĐENJA u iznosu od 100,000.000 Lit. (sto milijuna lira), za potrebe Narodnooslobodilačke vojske i Partizanskih odreda Hrvatske i za sela uništena od okupatora, ustaša i četnika. Čl. 2) ZAJAM NARODNOG OSLOBOĐENJA raspisuje se na deset godina uz kamate od tri od sto. Čl. 3) Kamati će se isplaćivati dva puta godišnje i to svakog prvog lipnja i prvog prosinca. svake godine kod Zemaljskog antifašističko vijeća narodnog oslobođenja Hrvatske ili gdje ono to bude odredilo. ZAVNOH — the State Antifascist Council for the National Liberation of Croatia — issued this note in 1943 as partisan-controlled territory expanded and the need for a functioning alternative currency became operationally urgent. It was printed under wartime field conditions, not by an established security printer, which accounts for the relatively crude typography found across the series.
The Croatian Kuna had been the currency of the Ustaše puppet state since 1941. ZAVNOH's decision to issue Lira-denominated notes rather than Kuna was a deliberate political rejection of that apparatus, aligning liberated zones symbolically and practically with Yugoslav partisan monetary policy.
