Issued to mark the 120th anniversary of Bulgaria's Council of Ministers, established following the Liberation from Ottoman rule in 1878–79 and the adoption of the Tarnovo Constitution. The Council was constituted in 1879 as the executive body of the newly autonomous — and shortly thereafter fully independent — Bulgarian state. The "Euro" designation in the title reflects the late-1990s Bulgarian aspiration toward European integration, a political priority that intensified sharply after the catastrophic lev collapse and banking crisis of 1996–97.
