| Reverse lettering | Obligațiunile C.E.C. 4% cu cîștiguri au valori de 200, 100, 50 și 25 de lei. Obligațiunea de bază este obligațiunea de 200 de lei. Obligațiunile de 100, 50 și 25 de lei sînt fracțiuni ale obligațiunii de bază și dau dreptul la 1/2, 1/4 respectiv 1/8 din cîștigul care revine obligațiunii de bază cîștigătoare. Venitul la obligațiuni se plătește sub formă de cîștiguri, prin trageri la sorți lunare. La fiecare tragere la sorți participă toate obligațiunile neieșite cîștigătoare la tra- gerile anterioare. Obligațiunile C.E.C. precum și cîștigurile lor sînt scutite de impozite și de orice fel de taxe. În valoarea fiecărui cîștig este cuprinsă și valoarea nominală a obligațiunii cîștigă- toare. Vînzarea și cumpărarea obligațiunilor C.E.C. se fac de unitățile C.E.C. proprii și de unitățile P.T.T.R. Este în interesul depunătorilor pe obligațiuni C.E.C. ca, înainte de a le vinde, să consulte listele cu rezultatele tragerilor la sorți, aflate la unitățile C.E.C. CEC — Romania's state savings institution — issued bearer bonds of this type throughout the Communist period as a mechanism for mobilizing household savings into the planned economy. They were not banknotes and did not circulate as currency; holders were entitled to interest payments and eventual redemption through CEC branch offices, a system that functioned reasonably well until the late 1980s when Ceaușescu's aggressive debt-repayment drive gutted domestic consumption and eroded public confidence in state financial instruments generally.
The undated format spanning nearly twenty-five years of issue makes precise dating difficult without accompanying documentation or branch stamps.
