Romania qualified for the 1998 World Cup in France — their fifth appearance overall and arguably their strongest squad, built around Hagi, Mureșan, and Popescu. The National Bank issued commemorative coinage for the tournament, but this bimetallic piece never entered circulation. Pattern strikes of this type were produced in very limited numbers for official presentation and archival purposes, leaving the circulating commemorative program to proceed with a different specification.
The Stamb#P438.2 designation distinguishes this from at least one other known pattern variant for the same issue.
