The European Year of Citizens in 2013 marked the twentieth anniversary of EU citizenship as established by the Maastricht Treaty, and Moldova's participation in commemorating it reflected the country's active pursuit of closer European integration at the time. The Association Agreement with the EU, signed the following year, had been years in negotiation — this coin sits squarely in that diplomatic moment.
