Obverse description The Moldovan state coat of arms occupies the central field, depicting a displayed eagle with wings spread, holding an olive branch in its right talon and a sceptre in its left, with a shield on its breast charged with the traditional auroch's head, a star, a crescent, and a rose. The legend 'REPUBLICA' arcs along the left rim and 'MOLDOVA' along the right rim in raised Latin characters. The European Year of Citizens in 2013 marked the twentieth anniversary of EU citizenship as established by the Maastricht Treaty, and Moldova's participation in commemorating it reflected the country's active pursuit of closer European integration at the time. The Association Agreement with the EU, signed the following year, had been years in negotiation — this coin sits squarely in that diplomatic moment.

Moldova is not an EU member, which makes the issue notable: a non-member state formally commemorating a specifically European Union civic milestone.
