Romania's polymer conversion began in 1999, which makes this 2005 paper issue something of an anomaly — by this point the National Bank had already been issuing polymer notes for six years, and paper was being phased out rather than introduced. P#121 belongs to a transitional window where both substrates coexisted, though paper examples from this period wore out faster and were withdrawn more aggressively than their polymer counterparts.
The 2005 date also coincides with Romania's redenomination: on 1 July 2005, the leu was rebased at 10,000 old lei to 1 new leu, making this note a product of — and casualty of — that reform.
