Latvia reintroduced the lats in 1993 after restoring monetary independence, and this 2007 issue represents the high-denomination apex of that currency's final decade — the lats was retired in January 2014 when Latvia joined the eurozone. The hybrid substrate, combining paper with polymer layers, was an unusual technical choice for a European central bank at that date; most issuers at the time were still committed to pure cotton-fibre stock or had moved to full polymer rather than a composite approach.
Giesecke & Devrient's Leipzig facility, formerly part of the East German state printing apparatus before reunification, handled the production.
