When Germany occupied Norway in April 1940, the Norges Bank directorate in Oslo came under Nazi administrative control almost immediately. A separate government-in-exile operation was established in London, and these notes — printed by Waterlow & Sons under British wartime conditions — were issued to finance Norwegian activities abroad and to supply Allied-controlled Norwegian forces. They were not intended for general circulation inside occupied Norway.

The "exchangenotes" designation is significant: these were produced specifically to replace earlier London-series kroner already in circulation among exile institutions, distinguishing them from the main P#22 issue by subtle but catalogued plate differences.
