Lwów's municipal government issued these emergency notes in 1915 under Austrian occupation administration, filling a coin shortage that had become acute as metal was redirected toward the war effort. Gmina Królewskiego Stołecznego Miasta Lwowa — the municipality itself, not any banking institution — became the issuing authority by administrative necessity, a situation repeated across dozens of Galician towns during that period.

The city had fallen briefly to Russian forces in September 1914 before being retaken by Austria-Hungary in June 1915. Notes issued in the immediate aftermath of that recapture circulated in genuinely unstable conditions, and survivor rates reflect it.
