Sir Julius Chan served as Prime Minister of Papua New Guinea twice — first from 1980 to 1982, then again from 1994 to 1997 — and was also a key architect of the kina itself, having overseen the currency's introduction in 1975 when Papua New Guinea gained independence. His appearance on a commemorative high-denomination note is not without political edge; his second term ended abruptly amid the Sandline affair, a scandal involving the government's contract with mercenaries during the Bougainville crisis.
